Are Public Universities in Germany Really Free?
Most public universities in Germany charge no tuition fees — even for international students. This is a federal policy, not a promotional offer. However, "free" does not mean zero cost.
Every semester you pay a semester contribution of €150–350. This covers administrative costs, student union services, and in many cities includes a public transport ticket (Semesterticket) for the entire semester — a meaningful practical benefit.
Exception: Baden-Württemberg charges non-EU international students approximately €1,500/semester. Universities in Bavaria (including TU Munich) currently do not charge non-EU fees. Always verify with your specific target university.
